SCALE function on annotative objects

According to documentation:

Note: When you use the SCALE command with annotative objects, the position or location of the object is scaled relative to the base point of the scale operation, but the size of the object is not changed.

However when I scale an annotative block up by 10 and choose any reference base point, the size of block increases even though that should not be the case. 

Situation: I have a collection of objects non-anno and anno in a box which I wish to scale up by a factor of 10, keeping the bottom left corner of the bounding box fixed. I require that the non-anno objects scale up by 10 and the anno objects remain the same size with their base points moving away from the bottom left reference point by 10. I will then add a new x10 annotative scale to the anno objects, which will scale them up to the correct size. 

My question is, does this documentation work as expected for you people or am I experiencing some bug? I believe there may be a system variable that I might have to change regarding this, because at times it is beneficial to be able to scale the annotative block's physical (paper) size.

@cadffm , thank you for understanding the issue at hand. If the documentation is wrong, then it is extremely inconvenient to annotate blocks/text and I have no choice but to un-annotate all my standards except for dimensioning.

Is there a way to ask Autodesk to fix the problem? It would be really nice if it worked as it should. I'm a little surprised that this oversight could have lasted 12 years though. I could not find anyone raising this particular issue through googling whatsoever.

@natasha.l , thank you for attending to my problem but it seems that you might have misunderstood; I'm not doing any sort of metric/imperial conversion of units here. I'm scaling existing annotative blocks in a drawing, which if the documentation is correct, should only move their relative basepoints instead of actually resizing them.

I just looked and that note is no longer in either the 2017 or 2019 AutoCAD scale help page (at least not here). Check to see if it is still in error and as Dean said, report it through the help system.

As far as your immediate problem, use qselect.  Filter for block references that are annotative.  Then set the x (or x,y,and z scales) to 1 using the property palette.

Never have seen scaling work this way on any annotative blocks.  They always increase in size.

Annotative objects are text, dimensions, leaders, etc. Blocks can be annotatively scaled but they are not annotative objects. I believe the documentation is correct. The interpretation here is incorrectly applied.

You are correct. The misleading note is still in a number of help pages related to scaling. I don't know how I missed it this morning.  The workaround for the OP still applies.

Thanks to all for contributing, I will send feedback via the method mentioned in the help page and link them to this forum post so they can immediately understand the situation.

I will explore the idea of filter-selecting objects with annotative property to bring them back down to 1x scale factor, but this is an extra step that I rightfully should not have to take.

I'll update this forum post if autodesk replies to my feedback.

Edit: I've just realised there is a AutoCAD 2020. After installing the software and reviewing the documentation, I found that nothing has changed, so the point still stands.
