SCALE function on annotative objects

According to documentation:
Note: When you use the SCALE command with annotative objects, the position or location of the object is scaled relative to the base point of the scale operation, but the size of the object is not changed.
However when I scale an annotative block up by 10 and choose any reference base point, the size of block increases even though that should not be the case.
Situation: I have a collection of objects non-anno and anno in a box which I wish to scale up by a factor of 10, keeping the bottom left corner of the bounding box fixed. I require that the non-anno objects scale up by 10 and the anno objects remain the same size with their base points moving away from the bottom left reference point by 10. I will then add a new x10 annotative scale to the anno objects, which will scale them up to the correct size.
My question is, does this documentation work as expected for you people or am I experiencing some bug? I believe there may be a system variable that I might have to change regarding this, because at times it is beneficial to be able to scale the annotative block's physical (paper) size.
