Scale function not appearing in align (AutoCAD 2019)

I'm using ArcGIS for AutoCAD 370 on AutoCAD 2019. I have an ESRI data as a layout. I have attached an image in the external references, and I want to align it so that the image fits the street map from ESRI. However, when I use align command, I never see the scale feature by the end of the command. This feature was present in the AutoCAD 2017, which I used previously. How do I align and make the scale feature appears?

Works fine in R2019, but I don't have your add-ons which may have decided for you to use something else.

Or are you expecting a pop-up when its always been a commandline option after you finish selecting the points of the source object?

For sure it will come after you pick 2 point for align not 3 point (the 3 point will do scale automaticly) if you pick 2 point and nothing happens,
