Room Tag block with Annotative Text?

Hello, I have a block we use for our room tag (AutoCAD LT). Be default, the annotative text in it is of size 1/8".

However, sometimes we want that text to be 1/16" in layout space. We have tried scaling it after we inserted it, but that leads to it looking off in the layout space (the top and bottom attribute begin to move away from the center border rectangle if we scale up, or the attributes begin to overlap when we scale down). 

How should I go about fixing this?

The whole point of using annotative text is that is resizes with you change the viewport's scale the text resides inside of, the printed results are your text are always the same readable size: are you simply adding these blocks outside of viewports, kind of floating/hovering over content?

Also, 1/8 text height is pretty tall for a room number/label, in our office that is 3/32" instead. Could that solve your issue, you just need to change the STYLE settings being used?

Would one way around this be to just change the annotative scale of the viewport while keeping the standard scale the same? That way we could change the size of the text that is displayed without having to physically scale the blocks?

If I understood your follow up question correctly, yes, in STYLE command, you should be able to adjust the paper size of the letters you which to use.
