Reference file not found

I'm trying to pull in a PDF background, which is something I've done before, and I'm getting this error. I tried restarting both the program and my machine, and it's still not working. You can see I alread brought in a PDF file from the same project in the bottom of the picture. Please help.

Extract the PDF from the ZIP file before trying to attach it.
You can't attach a file (or even open a DWG) that is inside a ZIP file.
