Publish Command to PDF with Layers are not printing properly with AutoCAD 2024.

When I PUBLISH, certain Layers are changed to Layer 0.   When I PLOT, the layers remain as expected.   see attached drawings.   I need the specified layers to remain as defined.

As a company we've been using PUBLISH in AutoCAD 2017, 2021, & 2023 successfully for a few years, now under AutoCAD 2024, this feature is not working.   This is a key component to issuing drawing for specific machines and their unique options.

Q: looks like you are plotting to an image, not PDF. Which one?

Q2: Publish from modelpace? What parameters and choices did you make there?

Q3: your DWG is not the same as your two images, what other things must freeze or be removed from your DWG file exactly?

Q4: freezing layer 0 makes what I think is your unwanted content disappear: is that correct?
And why may I ask are you drafting in layer 0? Does the issue go away if these were on another layer instead?

all the layers are supposed to be converted to the PDF and via the PDF we turn on and off the layers according to make the final set for the shop. 

The DWG has everything, it's meant to have all the layers turned ON to create the PDF.

But my primary question is: why do you draw anything on layer 0? Its not a good practice to do so in AutoCAD in general. That seems to be your issue in your DWG file, move that layer0 content to a unique layer and see if your PUBLISH issue goes away.

I changed all of Layer0 to another layer, it appears that Layer0 has no bearing on this issue.   

In the DWG, Layer0 has nothing associated with it (see below), however, when the PDF is created thru PUBLISH, specific layers are converted to Layer0.  The specific items appear to be the items that are coming from the libraries.

Like I said earlier, this is working as expected when we use AutoCAD 2017-2021 on the EXACT same drawing and library files.

You are fighting an AutoCAD function. May I ask, why are you still freezing layer 0 in your PDFs? The content inside your blocks in your DWG file are defined on Layer0, it must always be on and visible all the time.

Like I said earlier, you need to avoid using layer0 for anything if you never want Layer0 settings to affect your content. Or TRAIN your PDF recipients to never freeze it.

You seem to be using ACADELECTRICAL: not sure how your custom content can be easily changed, I used BURST command to demonstrate what all you have to do if you want your PDF users to not receive any instructions at all.
