Properties Tab does not show General Properties when no object selected...

Hello. 

I got an issue here with Properies Tab. It does not show  General Propertios Group (with LAYER, COLOR , LINETYPE etc properties)  when no there is no object selected....
It was convinient for me to choose LAYER for new 3D solids via Properties Tab... I need to use Layer menu on Ribbon...

Using ribbon in this affair  is not so confortable ....

I dont't know what to do. Please help....
