problem using the CHSPACE command

i use the CHSPACE command but i dont know what is for

and also when i try to use it the title page located no in model space

please help me how to put title page in Paper space

i attached DWG about my problem

Help will tell you what it's for.  I think you want the PSPACE command instead, but you can also just pick on the tab for any paper-space Layout in the bar at the bottom.

PS is just a command alias for PSPACE, not a command itself.  That would be needed if you're in Model Space through a Viewport, and want to get out into Paper Space before putting in a Title Block.

If you're talking about after the Title Block has been put into Model Space, then yes, you would move it to Paper Space with CHSPACE, but you need to be in Model Space through that Viewport to do so, because that's the only way you will be able to select it [or them -- your Title Block, border, text, etc. are all separate pieces, but I would suggest using an Xref, or at least a Block].  If you're in Paper Space, double-click inside that Viewport to get into Model Space there, and then use CHSPACE to move the Title Block etc. out to Paper Space.

I think you need to study about Paper Space, and Page Setup, and Units [that building plan is drawn with a millimeter as the drawing unit, but this drawing's Units are Architectural, which means feet-and-inches], which will help you learn how to set up a sheet size and a scale for a Viewport, etc.  CHSPACE is only about switching things between Model and Paper Space, not about where something is in whichever Space it's in.  I think what you are referring to here as "the paper space" is the area representing the sheet, but Paper Space itself extends beyond that, and the things you describe as "outside" are in Paper Space, just outside the sheet area.  You can just Move them to put them inside the sheet.

Start with Help.  If that doesn't explain it well enough for you, try the Knowledge Network, and there are probably YouTube videos and other similar sources.  But a more interactive approach,such as taking a class, might be best.
