Problem something like with frame (description field)

Hello I have such a small and at the same time big problem here on the photos you can see exactly what problem I have I need the red frame (description box). When I have a new drawing I can't find this field anywhere and make it. But copy it from another drawing I can and I can edit it somehow. But I need it so I can generate the dimensions of a solid and make it fit nicely.

Perhaps share a dwg with this red frame description box

But don’t know why you need the dimensions to generate a solid

Why can’t you just draw a the “solid” on top of the red frame now? 
also what “solid” are you referring to?
