Plot -> Plot scale -> Scale Line weights (not working)

First off let me state that I have been using Autocad for well over a decade, so please read thoroughly before respond with a simple answer.
We have 2 print sizes in our office, a standard D size and a half sized 11x17 standard. By default its D, and I created a 'half sized' page setup that imports a different setup for a different printer and checks the 'scale lineweight' box as well.
All was working perfectly up until ACAD 2016, when all of a sudden the 'half sized' setup instead of scaling lineweights just reduced them all to zero, when I unclick the 'scale lineweight' box all my lineweights for 11x17 sheet, as one would expect, all the line thinknesses are double.
Now if i keep the 'scale lineweight' box checked and make a PDF instead, the line thicknesses are as they should be, go figure.
I am at a loss for whats causing this to happen, all things being equal the only difference is the ACAD platform itself. We picked up 2018 and still the same issue. Now I have a workaround that I have been using since 2016, obviously, but I would rather an answer and so would my boss, as sometimes I forget and print a drawing with no lineweights and have to explain this 'bug' again.
