Phantom Lines showing up solid in Model space

Hello,

I have a ongoing issue where any dashed line types show up solid in my model space. I have manipulated the scale of the individual line and been successful getting it to show, but there has to be setting I am missing that would not make me have to scale individual lines to get a dashed line to show.

I have set psltscale, msltscale, and even ltscale to both 0 and 1 trying to see it shows a dashed line for me.  No Dice.

Suggestions?

Well naturally, when I broke down and finally created this post it corrected itself.  I had some goofy things happening when loading  linetypes. Not sure what I did, but it appears to be fixed.  Can't repeat issue now.  Which is a good thing. 

Here is the file I had the problem with originally if you still want to take a look.
