Paper Space vs Model

All items on all desired layers show in Model Space.  All those layers  are on in Paper Space, but some items on a particular layer show and others don't.

i suggest from paper space layout to change ANNOALLVISIBLE system variable to 1 . then see if any changes . if not fixed please tell us about those others the don't show , are they dimensions,Blocks, ... etc . 

Command: ANNOALLVISIBLE
Enter new value for ANNOALLVISIBLE <0>: 1
