Acad2018 [Educational version here, though that shouldn't make any difference].
When I am in Model Space, including when I'm in it through a Paper Space Viewport, the Status Bar shows [if I have opted to include it] the SNAP icon:
But when I am in Paper Space, without having changed any settings at all, that isn't there [nor GRID, though that's not my concern at the moment]:
Pulling up the Status Bar Customization list [lower-right-corner button] doesn't even offer the opportunity to choose it. Other things are also not offered [I haven't compared to find exactly which ones], because the list that comes up is noticeably shorter than when in Model Space.
When I have SNAP turned on, it does also operate in Paper Space, so it's not as though it's something inapplicable there, as some modes and operations may be. I'd like the capability to turn it on or off [and sometimes to change the settings] there, with the icon in the Status Bar, just as I can in Model Space.
I haven't found any indication of this difference in Help. Does anyone know why it's not available in Paper Space, and/or whether there's a way to make it available?

you may get it if you pick inside any VP ( active VP ) , some icons will not appear when switch to Paper Space but it will if you pick inside any VP .

True [see the second sentence in Post 1], but therein lies the problem. If I want to do something about Snap in Paper Space, going into Model Space to do it won't do. I can toggle it merely on or off with F9, so I can live without doing that by picking on the icon, but I'd like to be able to [for example] pull up the thingie and change the size setting within Paper Space, since it keeps the Snap size values separately for Model vs. Paper Space. It seems the only way to do that now is to type in SNAP [or 'SNAP if in mid-command] and use the command- line version.
I'm still at a loss to imagine why it would not be there when in Paper Space. I wondered whether it might be version-dependent, but I'm now at an Acad2016 location [not Educational version], where the case is the same.
Did you ever get a solution to this vexing issue? It's still there in Autocad Lt 2018, and to me reflects a general deprecation of the software. Someone decides to remove things that might clutter up the interface without knowing how that will affect the end-user.
It's still designed to not displaying while in paperspace, so: N
If you need a button, no problem, but you can't change the Statusbar.
