Osnap off, but still snapping to Splines

Hello,

My Osnap is turned off, but my cursor is still snapping to spline control vertices (It shows a blue box instead of the default green when cursor hovers over it) Anyone know how to disable this unwanted snapping?

What you are seeing is the 3d Object Snap. Press F4 to enable/disable this setting.

You can view the 3d object snap setting by typing 3dosnap and pressing enter at the command line. Once you change the settings to achieve the desired result, click OK.
