object snap

I have a drawing from a customer that I am trying to take some measurments on.  The curser will not snap to any parts of the line to take an accurate measurment.  Snap functions are turned on.

What do I do to allow for this to work?

Maybe it's just terminology, but I'm wondering....  Do you have any Object-Snap mode(s) turned on?  They're not the same as the Snap function, which is merely positional in relation to a grid, and not related to Osnappable places on objects.  You can have Object Snap modes on [running], or you can have some combination of them "set" but turned off.  [And you can impose one, overriding any others that may be on, any time it's asking for a point.]
