Object Snap not working properly.

Hi !
I think i have a problem with my autocad 2018 ! 
I turned all my snap modes on (that's what I did in all older versions of AutoCAD and had no problem), now when I work on my files I have noticed that if i see the drawing close the lines are not set where I want to put them and where cursor says.
For example: I made some axes with offset 700 x 700 than I added the columns by using their geometric center as reference. When i make the walls, I notice that the columns are not in same direction and the distance between the two geometric centers of two columns isn't 700 but 694,5654.
In the image I've attached it was supposed that the lines were overwrited but when i se them close they arent...

Start a blank new empty drawing @jarred_moomaw 

Draw a line or lines, now test your OSNAPs: any issues? My guess is there is no issue. While leaving this new file open, go to your program drawing then copy/paste that line(s) to the new file, and see if you can observe how it got pasted and where as you test your Osnaps again in this new file.
