New Layer Icon... Where has it gone? LAYOUT Tab on the Ribbon

Can anyone please help me with the subject issues. I am new to AutoCad and working my way through a tutorial... I did have New Layer Icon however, I don't know what's happened to it. I don't have a Layout tab on the upper menu to work between Model View and Layout View.

Hi,

If i correctly understand you and to show Layout tab ( see attached image ) and from OPTIONS command.

and regarding New layer there is more than place you can do new layer.from LA command ( see below image ) or from command line itself and from keyboard keys

Command: -LA -LAYER
Current layer: "0"
