New Dimensions Needs to be Reassociated

I recently upgraded from AD2 to 2013 Arch....bigggggg change.

All of of my old dimensions needed to be reassociated, ok, nice feature I understand that when I move an object now it will adjust the dimension.  (except it doesnt)

Im ok with old dimensions having the error.

However, even the new dimensions I create have the (!) icon and need to be reassociated.  If i do reassocate them, the error goes away.  If I move the line the dimension is on, the dimension doesn't update.

I did some reading on here about associative dimensions.  I discovered the DIMASSOC command and set to 0.  the (!) icon doesn't appear, but now I get a prompt to verify the dimension value for every dimension I create.

I have LT 2014

I am having the same issue described in luedersjason's post.

I went to DIMASSOC and it was set to 2 already?

And I have a RED + sign on the ANNOTATION MONITOR, however I cannot turn it to white or change its "state"?

Any thoughts? or suggestions?
