My question about Dim annotation

Hi everybody,
I have been practicing for an AutoCAD exam. Can you help me to explain the below question? Thank you so much.

"You are working with two scaled viewports of differing scales. The dimension annotations in both viewports are the same by way of text height and arrowhead size. Why is this the case?
1. The text style is associative
2. The dimension annotation is associative
3. The dimension style is annotative
4. The dimension annotation is not annotative"
 
I have been trying but still could not figure out what is difference between "The dimension annotation" and "The dimension annotation is annotative".
As the result, I could not make the same option as the above question. I suppose that the dimension annotations in two scaled viewports of differing scales are never about the same text height and arrowhead size.
I have attached 2 pictures about the dimension annotation is not annotative and how they look like in two scaled viewports of differing scales.

A dimension being annotative means it has the ability to resize depending on the scale used in the viewport. So it always has the same height when plotted on paper.

A dimension being associative means the value (measurement text) changes when the object associated to changes length.

Thank you so much for your help. I want to clarify your response:

Since as I know, "The annotation scale of a viewport or model space, controls when the annotation object is displayed and at which size", so if we are working with two scaled viewports of differing scales. The dimension annotations in these viewports will never be the same by way of text height and arrowhead size.

Thank you so much. I have been trying with option 3. When I  created the dimension style is annotative and each viewport on a layout is assigned a different annotation scale. But those dimensions still looked like not the same by way of text height and arrowhead size.

To add on to message 3 in this post, 

non-annotative dimensions will keep the same size on all drawings used with that style. The dimension will adapt to the viewport scale set in order to give you an accurate dimension. Text height will always stay the same. 

Annotative dimension styles will change size/height with scale set.
