When I use a multileader in a base drawing and xref the base into another file to plot, the arrowhead (dot) shows up when plotting. it is not visible, but it shows up in the plot. why doesn't the arrow have the same properties as the leader and not show up?

Freeze instead of "off" that layer and see if your issue goes away.

Thanks...but no.
The leader is on a frozen layer.....Just the arrow is plotting.
It is not even visible. It only shows up in the plot file (PDF)

I can't replicate at all: is this a custom arrowhead? Can you share a portion of a DWG file with this problem present? What PDF driver are you using?

as @pendean asked, is this a custom arrorw head. If so there may be elements of the block that are on different layers causing the issue.

The problem is with the definition of _DotSmall. I was able to resolve the problem by opening _ArchTick in the block editor and recreating the _Dot Small graphics. Then I used BSAVEAS to redefine _DotSmall.
