MText formatting options

Our self-proclaimed Civil 3D expert co-worker claims there is something wrong with my 2020 installation/configuration because when I double-click to edit an MText or MLeader the formatting bar always shows up whereas on his PC just the text editor shows up (sans all the format overrides).  I don't get it.  So am I nuts or is he?  Is there a sysvar that controls what editing level is available?  Or maybe some elusive property or  DXF code?

You mean the option to show the toolbar when right-clicking in the text window and selecting "Editor Settings" > "Show Toolbar"?

While in the editor of any MTEXT, right-click and explore

Default off, if ribbon is visible.

That's it!  I never knew about that.  Is there a named SYSVAR for that?
