MTEXT Background Mask functions in one drawing but not another

I am trying to add labels (MTEXT) inside of a Hatch texture with a background mask so that the hatch texture doesn't interfere with the text. However, when I apply the background mask it doesn't behave as expected. I get a text border even though the setting in the properties is set to "no", and the background mask isn't the "background" color that I selected. I either get no background mask at all with a text border, or it gives me a background mask with the incorrect color. The fun part is that if I open another drawing and try the exact same thing, it behaves as expected.

The first image is an example of the issue. The top text has a background mask set to "background" color at 1.1 offset. The bottom text is my attempt to force a background mask using a rectangular hatch set with a solid color, which also isn't behaving properly. The properties shown are of the top MTEXT.

The second image shows what this looks like in Layout space. The background mask is the wrong color, it does this or it will show no mask at all with a text border instead. Note that the solid hatch set to white (bottom MTEXT) doesn't act as a background mask like I expected. The solid hatch is set higher up than the hatch texture in the drawing order.

The third image is an example of another drawing that seems to behave as expected (note that the text is not on top of a Hatch texture).

 

I've re-created the drawing in its entirety and the same issue persists. 

The hatch texture is set to the back in the drawing order with the MTEXT moved to the front. 

I seem to have the same problem with dimensions in this drawing as well.

 

Is there a setting I'm missing somewhere? Perhaps the HATCH command screws with background masking for some reason?

questions:

1) What version of AutoCAD?

2) Do you have latest updates installed?

Enter About command, do a screenshot & share that here

3) Could you share both the problematic dwg & the good dwg here?

On Bad dwg your current view is in 3d

Enter command:

VSCURRENT

and select 2 for 2dwireframe

FYI: I also copy & pasted the MTEXT from the Good dwg to Bad dwg just to compare
