type STYLESMANAGER and check if it's exist . if NOT , you may need to copy it from another PC .

not sure about the stretch command. are your .ctb files stored locally or on a network? ACAD needs to be able to find them straight away once opened... you can redirect the file path if needed within:
tolls>options>printer support file path> plot style table search path
I opened the stylemanager.and the file does exists. How do I import it to the plots style table?
That explains it, stb files are named plot styles and work very differently to ctb files which are color dependent.
plot style types are applicable to individual .dwg files. There is a system variable called something along the lines of convertptstyle.
This explains it pretty well.
Oh. I am slow today. You don't need an import, but DWG files are set up for color depended OR named plotstyletables.
For new files, check your pstylepolicy,
For new files based on a template, take the right template,
for existing files, convert by command convertpstyles.
But think about: If the drawing was setup well to use stb, you will loose the plotstyle information.
