Merge to layer function doesn't work

I right click the layer and use the Merge To Layer function and it doesn't work. The objects on both layers are still separate when I check. What would be the possible reasons? Thanks

The quickest way to tell would be post the drawing.

Is it possible that the command didnt finish?

Is it possible the prompts were not followed correctly - that one is confusing with its terminology being so similar between source and target

Is one of them a locked layer?

Most importantly, what does the command line tell you after attempting the merge?

 

Maybe, "The current layer cannot be deleted."?

The most common reason that i have this command fail is because a layer is locked. I doesnt matter what layer, and it doesnt matter if it is the layer you are merging to and merging from. If ANY layer in the file is locked the command will not finish.
