LOCKUI not working for command line

I have placed command line/xref/properties/ribbon to other screen and set LOCKUI system variable to 8. This should lock all floating windows to their places. It is not working for command line. When I try to move my ACAD window with WIN-key + Right arrow - it moves command line instead of my ACAD client window. I tried to move command line manually by dragging it but it would not move in this case. So it just moves when using WIN-key + Right arrow. Also, command line does not recognize xref/properties/ribbon when placed next to. So I have to manually resize it.

 

Is there any way to dock command line also like xref/properties/ribbon so that it would not move when changing client to another monitor?

When doing this the Command Line will move with the AutoCAD window because it is pat of it. Once the Command Line is pulled out, or is floating, LOCKUI set to 8 will hold the Command lines position and it won't move, just like Tool Pallets or the Properties Pallet won't move. Set LOCKUI to 0 and move the command line back to a docked position.
