LISP to NET

Would it ever be possible to create some sort of programming layer that would allow LISP to access NET functions or other compilable languages.

It is just so easy and convenient to use LISP in small to medium setups to solve problems rather than having to abstract into Visual Studio, compile, deploy, etc, etc.

Already there - you can create LISP functions using dotNET.

Methods can be given the LispFunction attribute so they can be called from LISP.  That includes providing arguments and a return value.

So how come NET function dont come with a LISPfunction defined as a default?

There isn't a direct translation aside from the very basic stuff, and thats already in LISP.  Its a completely different method of doing things.
