Could someone kindly describe the workflow one would use when one needs to output a CAD plan for layout on-site using field based technology such as GPS or a total station(non-robotic total station).

Most modern GPS and Total Station Data Collectors, like Trimble's TSC3 with Access, can use a DXF file for layout. Enormous DXF files can really bog down a Data Collector, so be sure to use bare minimum linework in your DXF, like wall outlines, etc...

Not sure if I understand your question in its entirety, however, it sounds like I have done something similar utilizing arcGIS and the AutoCAD plug in. Link below: https://www.esri.com/en-us/arcgis/products/arcgis-for-autocad
