layout create view error

I don't know why in layout create view,
when pull up should be top view & SW isometric , but its show bottom view & SW isometric.

i think that you should change the Orientation to another one than Front ( Top  ) 

Command: VIEWBASE
Specify model source [Model space/File] <Model space>:

OP have you checked to see if you are using first angle projection or third angle projection in your drafting settings?

You can find this setting on the Home Tab, on the 'View' panel click the diagonal arrow (rightbottom)

Here you can check/change the First angle/Third Angle projection of the drawing like @Bob_Zurunkle mentioned.
