Layer panel problems

 Please look at the photo. I cant get the over lapping to go away in autocad 2013. Also the set up i have is a laptop on a docking station. connected to a bigger monitor. I like having my drawings on my big monitor and my layer panels on my laptop off to the side. For some reason i can not move the windows all the way over. They stop about half way through my laptop screen. So this make all three of them sitting on top of each other. Please help!!

Does the behavior change if you put the drawing on your laptop screen and the layer palette on the external display?

Is either screen 4k? Are you using windows 10?
