Issue: LTSCALE in paper space

I have a number of paper space tabs using a variety of scales. The current workflow is, go into Tab 1, set LTSCALE to 80 make edits and print. Go into Tab 2, set LTSCALE to 40, make edits and print, etc...
Similar to how in a paper space tab, if you activate model space inside of that paper space and set a custom UCS, it only affects that paper space tab, and not even the model space itself, I would imaging setting LTSCALE to something would only affect that paper space tab as well, but this is global.
I imagine this problem only applies to myself, what do other people do to get this effect?
Note: we use the Page Setup Manager to set a 1:xx scale and change the view port size to something large to take up the paper space in order to measure on the screen the same distances as in model space, but at the same time be able to print an accurate scale on paper. I know most people use 1:1 in Page Setup Manager and leave the viewport size about the size of the paper they want to use which I have done a little of as well. While I would prefer to keep our Page Setup Manager method, sometimes in order for LTSCALE to cooperate, it would be worth while using 1:1 so any suggestions will help.
