Inserting X-Ref using the BIND command won't insert the entire X-Ref

When I try to insert an X-Ref into a drawing it won't put the drawing in and only puts a 2D portion of the 3D drawing. The insert option worked for other parts of my drawing but wont work for others. The xref was made in AutoCAD and I'm not sure why it will not insert.

Perhaps your top file has the same layer names and those are frozen/off by chance?

The reason was the blocks within the drawings were defined differently, thanks for the help.
