Inserting annotative blocks into a parent annotative block explodes the inserted blocks when saving parent block

Hi,

I'm trying to create an annotative parent block, that contains nested annotative dynamic blocks. Upon exiting the block editor the nested blocks are exploded (even though Explode in the properties in each nested block is set to 'No'). Has anyone any ideas to avoid this? In the attached dwg, the table is the parent block, the symbols are the dynamic, annotative dynamic blocks to be inserted.

Or are you just trying to "float" you annotative blocks over the smaller cell table BLOCK that exists?

Or do you just want it as shown, dynamic blocks inside a static block which a quick CTRL+C followed by a CTRL+SHIFT+V will get you

Or are you trying to combine inserting of your blocks with inserting of your small-cell TABLE then EXPLODE as a way to get all four into a new DWG file without dragging and dropping FOUR times?

OR... something else altogether?

Thanks for your reply - they float over the table.
The parent block goes onto a tool palette, and is set to explode when inserted in a dwg. I'm hoping that once exploded in model space (with an annotative scale of say 1:100), the nested block will reflect the 1:100 scale in the spacing between each symbol. Currently, with the parent block set to to non annotative, the symbols end up on top of each other. Hope that makes sense.
