SASPlanet doesn't give you a world file that's consistent with your drawing. If I'm not mistaken, SAS world files are only available for (A)EPSG 3395, World-Mercator, meters, (B)EPSG 4326, WGS84, Latlongs-degrees, and (C) EPSG 3785 which is deprecated (no longer supported). In order for SAS imagery to position correctly in UTM using Plain Vanilla AutoCAD, you need UTM-19north projection, which SAS does not provide.
Unfortunately, the dwg you uploaded, is not using a UTM projection. The projection in your dwg is IRAN-39 and your image world file is Lat/Long 84. Neither your dwg nor your world file is using UTM.
If you have Civil 3D or Map 3D then you can do it because these programs have the ability to transform the world file to the dwg's 'assigned coordinate system.' If you have Civil 3D or Map 3D, try doing this:
- Change your work space to Planning & Analysis.
- Enter MAPCSASSIGN on command line.
- In search box, enter IRAN.
- Select IRAN-39, then click ASSIGN.
- Go to Insert tab>Image Panel>Image Icon. Navigate to your downloaded image. Select the image, click OPEN.
- Keep all default values. Click OK.
