Inconsistent measurements on imported dwg drawing

I imported a building layout that already has dimensions from the creator of drawing. I scaled the drawing to match one of the dimensions that are on the existing file like I always do, but all other dimensions dont match that are on the original drawing.  Building is 360'l X 146'W. Yet when I scale the drawing to match the width, the lenght of the building is off by 8'. What is going on here? Help will be greatly appreciated!!!

Just downloaded your dwg and no scaling needed.

It's drawn at full scale but in Imperial units and not Metric.

So I used the UNITS command, set the Length Type to Architectural & changed the Insertion scale to Inches:

Then I used the DIST command and measured the dimensions and they match

Update, though I still think the drawing is drawn as Architectural units, the Dimensions are not associative. This means some of the numbered dimensions shown are not correct. 

So whoever gave you this drawing will have to confirm the actual locations of the items drawn when there are dimension discrepancies.

Imported from...? PDF can be total garbage sometimes (all the exploded dimensions and note blocks are another indication this is a fudged file), many manufacturers deliberately avoid real scaled drafting to defeat reverse-engineering like you are trying to perform.

Scaled by how much? See my other response, seems to be the real issue.

Looks like you are going to have to pay the file originator for a true CAD file, of redraft it all from scratch yourself. Sorry.

I think you need to ask the creator to elaborate on that statement.

Pretty obvious that "compatibility" does not = accuracy.

but some dimensions came similar. when i try to measure centre distance the dimensions were doesn't match with actual one. Better share the pdf or native file. Could be not to scale drawing.

Like @paullimapa says - the units are Architectural. And that't it. There are no dimensions - it's just a pile of loose lines and texts. I would use it to make a new drawing - then you know for sure you've got the correct measurements.
