Importing GIS Data and locations

I work for a eletcric utility with a full GIS inventory of the locations of our facilities to within 2ft or less. We use OK State Plane South 3502 NAD 83 Lambert CC. We are often tasked with having to reference state highway drawings when the state of Oklahoma makes changes to roads/highways in our territory. They provide us with profile drawings on paper at least. We are looking in to getting the State data in electronic format and would like to be able to utilize our GIS data of our facilities (Poles etc) within a AutoDesk product in which we could overlay the State of Oklahoma (ODOT) drawings onto our GIS data to show where are facilities lie with respect to the ODOT changes. I think the state of Oklahoma uses 'MicroStation' but I'm not 100% positive right now?
We are looking to upgrade our current AutoCad 2002 Map 5 software but we are not sure which AutoCad to purchase to accomplish the task mentioned here? We would also like to have the capabilities of 3D rendering/viewing for other applications. Could anyone offer any insight if you are dealing with any apllications of AutoDesk in this manner and which AutoDesk package would handle it?
