I need to bind an image but it won't let me

Hey there, 

So I have a new image in a completely empty drawing I've done this several times. I've attached the single image to a blank drawing as a .png, a .tif, and a .jpg. I have then opened the External References pallet for each of them, right clicked on the image reference, and nada. I can: Open, Attach, Unload, Reload, Detach, etc., but I cannot bind. I am attempting to create a template here, so simply recreating a path for an xref won't get the job done. Can anyone tell me what I'm doing wrong here?

I don’t know what you meant by “I’ve done this several times”

But the truth is you cannot bind an image file to the drawing.
