I can't modify any other layers after editing a certain layer

Hello! 

When I edit the main base layer such as by deleting some text, I am unable to go edit any of the other layers. I can only scale and move around the base layer. What do I do to fix this? I know I've definitely set something up wrong but I'm not sure what it is. Any help would be appreciated, thank you!

I don't understand from the video what the issue is.  My guess is that you are trying to make current a Layer that is turned off, but the Layer listing looks different from mine -- are you using an overlay program, not "vanilla" AutoCAD?  But if that's what you're doing, I would expect a message about that.  Can you describe in more detail the things you are doing, step by step, and what result you are getting, and how it differs from what you want?

I used a software called Shapr3D to make a 3D model of a plot of land, I then exported that as a DWG and marked it up on AutoCAD. But now after deleting a few lines of the original map, I can't edit anything else. I can only resize and move around the original map layer. I can't even pan the main viewing area. Please let me know if this description is still not clear.

Does Shapr3D have a Forum where you can report that it doesn't export with usable results?

I think the issue more so is that I don’t know how to use Autodesk properly. I believe that here’s some mistake I made during the setup and editing that has caused this. But I will ask there too, thanks!

Second, what does "... I can only scale and move around the base layer.." mean exactly, since I can pretty much do anything I want in your SHEET Layout tab all day long after I get out of the viewport so I can access the annotations that only reside in the LAYOUT

Did you perhaps not know you were inside the viewport that is in line with the page display?
