This has nothing to do with "tool palettes file locations"
If you need to update the pathes to your block library dwgs,
edit your palette content files with an TEXT EDITOR.
Copy the block source dwg files to the new folder,
navigate into your toolpalette path, palettes folder, use find&replace in your TextEditor
to edit the pathes into your *.ATC files.

This is the main folder (if only one path is set there),
inside this folder (use windows explorer to navigate to the folder)
you should find a folder PALETTES, there are you palettes (*.atc) files.
If you have just few palettes and all of the items are insertion tools for blocks from this dwg,
you can also use CTRL+A inside your palette in ACAD, rightclick, properties... edit the path.

Had you tried to attach something? You have to come in to the forum, then you can attach a file to your post.
I have updated the location here in options to the palette folder where the .atc file is.
WHY? Nobody said this and it is wrong.
Please set it back to the folder as before (to the folder where the folder "Palettes" is inside)
Make sure in this folder the file "AcTpCatalog.atc" is still present.
If there is another "AcTpCatalog.atc" file now in your ...\<this is your destination folder in options>\Palettes\H E R E,
then remove this file (and delete the file after all works again as expected)
To change the path in property is to open one by one of the blockes in the palette
No, you can select multiple block insertion tools in one step, or if all tools in one palette refers to this dwg
you can also use CTRL+A inside your palette, then right click, properties... edit the path.
Slow down, it isn't magic, take time to read and test, and make a backup of your files first.
If you fixed your option toolpalette path again, then open the right *.atc file with EDITOR (TextEditor)
and try to FIND&REPLACE
