HOW TO SEND SOMEONE OUR "SHX" FILES

We sent our CAD file to a client.

They responded: "...there were SHX files/references associated with your drawings that are also missing, which won't let us translate the as-builts fully”

Can I find these files somewhere to send?

AND/OR is there a way to send all files attached/associated with an ACAD file (like including an XREF'd files)?

Use Etransmit, options are in there.

As shown in below image .. select Include fonts option from Etransmit command while preparing to send your CAD drawings .
