I have a dgn (microstation file) with a cit file referenced. 

When I import or insert de dgn to autocad, the cit file won´t upload. Is there any (official/legal) way of inserting, referencing, importing, or viewing cit files in autocad?

Sorry, there is not. The .CIT format is not supported by AutoCad.

 

You’ll need to use another program (third party software) that can open your cit so you can export it to a format AutoCAD understands. 

 

Or you can ‘trace’ over the cit in Microstation and vectorize the linework then bring the vectors into your drawing.

You can use the CITin add-on to add support for the .cit file format to AutoCAD, AutoCAD LT, etc.
