How to orient blocks in Measure

I insert a block with the measure command, aligning it to the curve, but the blocks aren't oriented as i want.

The command says the horizontal of the block aligns with the tangent to the curve, but the rest? the y axis?

I can determine the UCS when i create the block but how is the UCS of the curve determined, and does it influence?

How to change things now, after the curve is created?

This is a perfect application for the MEA+ command in DivideMeasurePlus.lsp, available here.  One of its many improvements over the regular MEASURE command is that it lets you place a User Selection, not just Points or Blocks.

 

Set the UCS to match the curve, call up MEA+, and pick the Selection option rather than the Block option, and select that Block.  Then the orientation when it places them will be relative to the orientation of the selected one compared to the local direction of the curve, rather than to the XYZ axis directions of the Block's definition.  You may have to experiment with the command and orient the Block in a different way for selecting to get the result you want, but it can do it -- presumably something like this?
