I set up a new UCS instead of WORLD in model space, however, my drawing rotated an angle in paper space. How to make the drawing the same direction in both paper and model space?

In addition, when I try to add a dimension, it looks upside down in paper space. How to force the dimension facing the right direction as well? Thanks.

"How to make the drawing the same direction in both paper and model space?"

Same way like in model. Go into your viewport, change the current view.

For example: Change UCS and use command PLAN to set the view to current ucs.

"In addition, when I try to add a dimension, it looks upside down in paper space.

That is "the right" direction, but not the direction that you want for one or more viewports/prints.

Create the dimensions in modelspace in this direction do you need. Change the ucs and create dimensions.

(or: create the dimension in paperspace/Layout. For this you should read more about that, also in forums. It looks well, but often you have trouble with some workflows)
