How to make a solid not plot

I'm trying to figure out how to make a solid not plot within a block. I have seen this before. I have blocks that have a solid hatch in them. All blocks including hatches are on layer 0, BYLAYER. I want to make a specific color not plot the solid hatch. The prevents having to have a proposed block and an existing block.

Anything you don't want to plot needs to be placed on a noplot layer.

You can turn on HIDE to plot, but that will affect everything else with a solid fill too.

There's another way to do with with everything on layer 0. I thought it was a a setting in the plot style table. The previous company i worked for had a specific color "Fill Style:" set to squared dots, however the squared dots would never plot or if they did, they were so small you couldn't see them. i'm stumped...

 

Someone has to know how to do this while keeping the everything in the block on layer 0 and the color ByLayer. The one person in my industry that set this up now works for a competitor and respectfully wont share how to do it.

here is an example... you can see some gate valves and fire hydrants that are proposed and some that are along an existing road. they are the same block. Everything in the block is on layer 0. 

 

In the drawing they are on different layers of course (proposed/existing) and the existing layers are all one color that doesn't plot solids.

You could try setting the plot style color to something almost white (eg. set color yellow to plot as true colour 255,255,255) so that it does not plot.  (plot style table editor).  However this would only work if you have no other objects that color as it would turn everything in that color to white.
