How to fix 'Unreconviled new layers' issue?

When I try to select the layer, it gives "The selected layer cannot be made the current layer."

How do I fix this issue?

The explanation is right there in the Layer dialog.  You cannot set a layer that's inside an xref as the current layer.

Also, why would you want to do this since you cannot add any objects on a layer from an xref drawing.

You should create a new layer matching the same name in the current drawing and set that as the current layer.

Hi,

as i understand your issue that a selected layer can not be a current layer .... if that what you're asking for why this happened , the answer exist in the same dialog that appear in your attached image . and to fix the issue either you select an available layer ( not xref one ) or thaw the frozen selected layer . if you're asking about another thing please describe more your issue .
