How to fix drawings (Xref referance file) in model space? (by fix I mean to pin in place so it cannot be moved even with move command)

I have a plant layout with equipment, I would like to fix walls etc so whenever we are moving with equipment we dont accidently endup moving walls.

You can create a new layer for your xref then put it on that layer and lock the layer.  You can lock the layer by clicking the lock symbol in layer properties palette, ribbon button, or laylck command.

Its ref file, now I don't know how to move reference file to layer I made.

Click on the xref in your drawing and on the properties palette you can change the layer
