As far as I know to convert PDF to DWG You will need some additional software. Check out this conversation.

You can purchase a 3rd party PDF2DWG convert: there are many out there. Try a Google Search.

Use command IMPORT to import the PDF file to Autocad.

You can edit as normal autocad drawing but the poor part is after you convert the line break not smooth.

it would be great if autocad was able to provide editing tools on top of PDF or that we could import the PDF as a PDF and edit directly or on top of, Acrobat editing is very poor in relation to aligning things, selection and even just drawing.  When the original PDF is a drawing, it would be great to edit more like a cross between Autocad and PDF.

Or an add in for Acrobat to allow autocad style editing would be awesome.

So PDFATTACH command will reference in your PDF, then you can draw over top of it all day long to do what you need. Isn't that what you are asking for?

But to manipulate the content inside a PDF is not a task for AutoCAD though, wrong tool for the wrong file type: your need for an everything software is interesting but unrealistic I suspect.
