How to draw a 2D line entity inside a 3D solid without merging both

I am interested in modelling a Reinfored Concrete column. Herein, my column is drawn using extrude command, further I need to use line objects to represent steel bars and circles to show ties, but whenever I attempt to draw it the lines merge with the solid, is there a way out?

I think I would extrude the rebar as cylinders rather than only use line.

I'm curious as to what you mean by "the lines merge with the solid."  You can't make Lines and Solids into one thing with something like the UNION command, the way you can with multiple Solids.  So if that can't be done intentionally, exactly what is happening unintentionally?  If you use LIST and select the whole area, does it report the existence of any Line(s) as well as the Solid(s)?  Are they just lying in the surface of it?  Do you have any running object snap mode(s) on that could be causing that?

Hello Sir,
Thanks for sparing time and replying. My concern is, after drawing the
object, in the wireframe view I can see both the solid and the lines but
when I export my file to Ansys in iges format, the circles and solid are as
it is but the lines merge in the solid.
