[I don't quite understand what you mean by "the default angle projection" or "the first angle." Can you describe what you're doing in more detail? Is it about the ANGBASE and/or ANGDIR System Variables?]

The setting applies to the next view you create. It stays that way until you change it. I set it to first angle and ran the VIEWBASE command several times and it stayed with the first angle.

when I change projects (different files), it restarts to the third angle

If the setting changes when you change drawings, that shows that the setting is saved at the drawing level and not the application level. The easiest thing to do is save the changes to a template. For example, if you are to start a new drawing using acad.dwt. Run the VIEWSTD command and set your preferences. Then run SAVEAS and change the file type to dwt and name the file acad_first_angle.dwt. Now start all your drawings with the new template.

I try do it
I save the template with first angle, but this happens...
I click here with the right mouse button, and press "from Template...", and choose what was modified, but it remains in the third angle.
Did you save the changes to "UFMG A4.dwt"? Did you create drawing6 from this template? After you save A4 as a dwt, it will be automatically saved to your template directory. Then do NEW command, not QNEW or the button in the quick access toolbar. Now choose the template you just created.

That will only work if you have the new template set as your default template. But glad it worked for you.
