What you want to do is impossible, as is apparent from your image, where the spacings are clearly not equal. You can have most of the spacings be equal, but not all of them, except maybe in some limited circumstances [sometimes with all parallel & perpendicular edges, maybe]. Here I chose which ones to make the same in a configuration similar to your image, but you could choose others:
You would need to change the shape of at least one of the outlines to achieve equal separation distances.

I believe using the MOVE command is the correct suggestion, but you may want to investigate into the Align&Distribute App and see if it applies to your situation.
