Change your view to Front from View cube or View drop down menu and again select FLATSHOT command. Select all the options from Flatshot dialogue box as you have selected in the previous condition of the Top view and click on Create. In this case, also the 2D drawing of Front view will follow the cursor.

Your question is about the CAD cursor and the accepted answer about FLATSHOT command !!! there is some thing wrong here , i wish to know ?!! 🙄

I am also wondering how it got Accepted.....by mistake I wrote Flatshot over here....was meant for another post.....
are you asking for the cursor or the ucs icon ? please feel free to post images to describe well your issue .

If I understand correctly: PLAN command. If it's about something other than the crosshairs, I agree with @imadHabash -- post an image (or images).
Have you tried the command SHADEMODE and set it to "2D Wireframe"?
I had 3D cursor set on one my old drawings(XYZ axes) and this fixed the issue and gave me 2D cursor with two XY crosshairs
