How to automatically adjust rotation of multileaders in a viewport

I'm editing a site plan drawing with four viewports in paperspace, each showing a different, but partially overlapping, area of the site plan. Features of the plan are called out with multileaders, but because the viewport areas are at angles to each other, the multileaders are appearing at odd angles in different viewports. The multileaders are annotative. How do I get the multileader contents to always appear level, regardless of which viewport they're in?

Here is a copy of the .dwg file with all identifying information removed, but with the multileader and viewport arrangement still visible. What settings can I change so that the numbers in the multileaders are always level in paperspace, regardless of their orientation in model space?
